[OCF]Event API and now in CVS

Hi all,

I just added the Event API spec to CVS.  You can find it in CVS in the
specs module, the event subdirectory.  This can be gotten to from the web here:
	http://opencf.org/cgi-bin/viewcvs.cgi/specs/event/

All four revisions are in CVS with commit comments from the mailing list 
announcements.

I also added the "cluster conceptual model" definitions to CVS.  You can 
find it here:
	http://opencf.org/cgi-bin/viewcvs.cgi/specs/concepts/

Corrections, etc. are always welcome.
