[OCF]Membership API now in CVS

Hi all,

I just added the membership API header file to CVS.  You can find it in CVS 
in the specs module, the membership subdirectory.  This can be gotten to 
from the web here:

	http://opencf.org/cgi-bin/viewcvs.cgi/specs/membership

Corrections, etc. are always welcome.  At least with this one, it was 
already in CVS somewhere else, so it was easier than pulling it from the 
mailing list archives ;-)
