[OCF]Resource Agent API now in CVS

Hi all,

I just added the resource agent spec to CVS.  You can find it in CVS in the 
specs module, the ra subdirectory.  This can be gotten to from the web here:

	http://opencf.org/cgi-bin/viewcvs.cgi/specs/ra/

Corrections, etc. are always welcome.  Pulling this stuff from the mailing 
list, and putting it into CVS is harder than it sounds ;-)
