[OCF]Next steps

As some of you know, two strong participants in the OCF standards area are 
now unable to contribute.  This will make progress difficult for a while, 
until some newe folks step up to fill their shoes.

I would propose then that we try and get out the resource agent API by 
itself and see how things go from there.

So, let's see what we can do to finish this and get it out.
