If you want failsafe without the GUI, this is all you need:
heartbeat-stonith(really needed if you're only using a reset network).
sysadm_base-lib(used by the CLI programs)
sysadm_base-dev(needed to compile failsafe).
However, if you want to get adventurous, Failsafe only requires the
libsysadmUtil and libsysadmParam and saParam.h files. So you can hack
the makefiles, and get sysadm really small so you don't need IBMJava118
or fam to compile it.
Failsafe is composed of sub packages for no practical purposes, so you
can try hacking the rpm spec file to consolidate cluster_admin,
cluster_services and failsafe-1.0.4 package into one grand package(which
is very easy to do).
So in the end, you can get failsafe down to 3 packages, easy to compile
and easy to install.
