[LinuxFailSafe] failsafe does not failover

well,  yesterday i have get the  IP_address resource RUNNING.  just fine.
though still have some err message and trouble,  failsafe has running 
finally in redhat 7.3.

thanks for all the people ever helped me. without your help,  it's hard 
to take it up in serveral days :)
