[LinuxFailSafe] failsafe does not failover

When i run test in cmgr to test the IP_address resource 192.168.1.1, get 
error information:

cmgr> test resource 192.168.1.1 of resource_type IP_address in cluster test
qcai.wiregate.com: Connection refused
Failure: Connection to qcai.wiregate.com from qcai.wiregate.com failed
Suggestion: (1) Ensure node 'qcai.wiregate.com' has superuser access 
from qcai.wiregate.com
Suggestion: (2) Ensure address 'qcai.wiregate.com' is valid.
Error:

But i can ping 192.168.1.1,  and it doesn't display in ifconfig -a, it's 
strangely.
