[LinuxFailSafe] failsafe do not failover ?

I read the IP_address/start script, found it's ip status get from
ifdadmin,
and i tried ha_ifdadmin in command line: ha_ifdadmin -i in_file out_file
and the out_file always zero as before.
can ifdadmin run properly in redhat ?
somebody must help me :)
