Those cad messages are normal /w the errors(this daemon is used by GUI
and CLI utils for monitoring changes). The top level
daemons(ha_cmsd,ha_ifd,ha_srmd,ha_fsd,ha_gcd) are only started once
ha_services are enabled, and you should those error messages disappear.

About your problem: just make sure cdbreinit runs when cdbd is really
killed(shutdown fs_cluster service and if that fails manually kill
cmond,cad,crsd and cdbd).
