[Linux-HA] cib.xml is in sync, yet it won't failover resources

Hello,
Would someone help me try to understand the problem i'm having
I'm using:
[root at mail2 ~]# cat /etc/redhat-release
Red Hat Enterprise Linux Server release 5.2 (Tikanga)
[root at mail2 ~]# uname -a
Linux uftwfmail2 2.6.18-92.el5xen #1 SMP Tue Apr 29 13:45:57 EDT 2008
i686 i686 i386 GNU/Linux
[root at mail2 ~]# rpm -q heartbeat
heartbeat-2.1.4-2.1
[root at mail2 ~]#
both of machines have same cib.xml file, yet when I yank ethernet
cable from one of machines mail2 would only start ipaddr resource and
nothing else, yet if I do the other way around it works
I'm attaching logs ha-log and ha-debug at the moment when it happenes
seems like communication between them works, as ipaddr resource fails
over properly
