Thanks for your help Dejan.  The answer was of course something that I had missed!!!  I looked through the links you had sent and found that the line
 
respawn root /usr...etc.etc
 
should actually have read 
 
respawn hacluster /usr..etc.etc
 
All works well now.  Thank you.
