In ha.cf do you have:
apiauth ipfail gid=haclient uid=hacluster
crm on

I think this is needed for the mgmtd daemon to start. Do a "ps aux | grep
mgmtd" to see if the daemon is running OK. without this daemon running you
will not be able to login with the gui.
