[Linux-HA] Need some Guidance

I need some guidance on setting up my first cluster.  I am just trying to
find out some good information on the following scenario.

I have 2 FTP servers that rsync there data every few minutes if need be and
that is working well but what I really need to do is
have it so that if FTP A goes down FTP B comes up automatically.  Right now
its a manual process where as I have to go to the
FTP B server and change the IP manually.

Any suggestions on where I should look for this information.  It seems
simple to me but alas I do not know.
