[Linux-HA] should the <status> </status> be replicated in the cib.xml file ?

The failcount is a transient node attribute. A heartbeat restart will
clear it.

But we have a crm_failcount command to manage that particular attribute,
and of course cibadmin can manage it too. (Or even crm_attribute.)
