And, if nfs-kernel-server as the LSB script doesn't work, there's very
little we can do. I expect there should be more about that in the
logfiles.

You might try rewriting it as an OCF RA; for that, we have Andrew's
"ocf-tester" which can verify that it is - as far as that can be
verified - compliant to the specification ;-)
