[Linux-HA] not migrating on cib.xml description

i'm confused.... why do you think the group should move?

the rule <rule id="loc1:rule1" score="INFINITY"> will try to keep them  
on "world" unless
* "world" is down
* a start fails - which i don't see any evidence of except in cibadmin- 
Ql.q1b2 which doesn't use groups
