Ok I've looked into this a bit further.
apcupsd creates a lock file in /var/lock to indicate that it is using the
device. Stonith must check to see if the device is locked.
Is it safe for both stonith/apcupsd to use the port at the same time?
If so I could tell apcupsd to create it's lock file in a different location
to try and overcome the problem.
