Because it is unaware of DRBD sync activity.

If you want it to be aware of initial sync activity, you can write a script 
to delay heartbeat starting until sync activity is finished.  Before 0.7 
DRBD came out, this was a good idea.  Now, it's probably less important.

Mea culpa!!

It was indeed there.  I had changed a setting on my mail client some days 
ago, and didn't see it (because it wasn't inline).
