Then it's a firewall issue - or something else undetermined which is 
network related.  They are being received by the interface, but they're 
not being received by heartbeat.  My bet is on firewall rules.

I had thought that eventually mail2 noticed that mail1 was up, but I 
don't see that in the logs.

There is nothing in your configuration which can affect this.
