Are you currently having troubles with heartbeat?
If you are, please describe your problems to us or send me some log files of
the difficulty.
Did you mean "I want to do some development on heartbeat?"
If this is what you meant, then yes, it generally needs two machines. There
are only a few things you can test with only one machine. It does not
usually require that these machines be dedicated to your use. Testing
certain kinds of things (stonith) cannot be done on a shared-use machine.
But most other things can be done on a machine which is shared.
However, you can also use VMware or UML (User Mode Linux) to simulate having
more machines. Lars Marowsky-Bree has recently begun doing this.
For running the random test suite, it requires three machines - one to run
the tests, and two to be the cluster under test. These tests can also be
done under VMware or UML.
