[Linux-ha-dev] patch for honoring ha.cf debuglevel in ha_debug()

hi,

refering [1] i am attaching a patch for /etc/ha.d/shellfuncs to honor
the debuglevel (as in: not logging debug messages if debug == 0).

any objections to applying it to heartbeat 2.99/3.0 ?
