[Linux-ha-dev] Regression: Missing Makefiles for make dist

As discussed off-list, I didn't realize that AM_CONDITIONALs always
evaluated to true when "make dist" was performed.
I was under the impression make dist was skipping those directories
(and I could have sworn I checked it, but clearly not)
