[Linux-ha-dev] drbd-peer-outdater is missing in heartbeat.spec

In the current dev, the drbd-peer-outdater is put into /usr/lib/heartbeat.
So we can remove the line "@sbindir@/drbd-peer-outdater" in
heartbeat.spec now. Otherwise, it will stop the rpm build.
