Actually, I think the shared disk plugin belongs into the HBcomm layer
(that is, as a full means of communication between the nodes, not just
as a tie-breaker), like the example code Xinwei posted awhile ago.

Yes, a quorum module would be nice, but as an additional comm link, it
would be even better - because the cluster would keep on working
completely.
