With the usual exception of exact 50:50 splits (mostly 1:1), where you
need quorum to arbitate quorum too. Otherwise the 1:1 scenarios won't
work as they used to.
Novell Cluster Services call this "Split Brain Detector", even though I
think it's more resolution than detection. ;-) FailSafe had a similar
special case.
I think we should assume we have quorum if >50% of all nodes, or total
node count == 2, then.
