Where are they present on the system?
Which version of heartbeat are you trying to compile?
If you are using Red Hat 7.X and 1.2.2 or 1.3.0 I would recommend
trying the precompiled binaries or at least applying
heartbeat-1.3.0-snmp_link.patch

If you are using the code from CVS, it shuld work.
Though it has been broken multiple times in the past.
