I tested with redhat 2.4.20-8 and vanilla 2.4.20, with your readbad.c
script, both OK. So no other kernel threads need to be dealt with.
Default heartbeat is RR priority 1
keventd is RR priority 98
the new bash is RR priority 97
Still don't know what's your problem.
