[Linux-ha-dev] heartbeat: Status "unknown" => status "up"

As most or all of you know, heartbeat uses the status "unknown" to mean that the
node being reported on is up.  This has caused confusion in several people.  In
fact, I may be the only person who's never been confused by it.

As a result, I just changed the default initial status from "unknown" to "up" to
avoid future confusion.

Hope that's OK, ('cause now it's in CVS).
