[ENBD] Bring enbd back in Debian?

It should be enough to change the call of the submake in the top level
makefile. It's just that it seems strange to have a configure script
which goes to the trouble of writing a Makefile, and then to override
what that Makefile says.

These exist already.

There are more. There's the enbd-cstatd and enbd-sstatd mangages too.
But the only NEW ones required are for enbd_server.conf and
enbd-client.conf, which may as well point to enbd.conf.

It's a syntactic form in an nroff file. I see bzless.1 has it:
.so man1/bzmore.1
(that's all - a one-liner).

Well, as I said, the editing isn't needed! Just two new one line man pages!
